This is a formal Request For Discussion (RFD) for the creation of a
world-wide unmoderated Usenet newsgroup
rec.games.computer.ultima-dragons. This is not a Call for Votes; you
cannot vote at this time. Procedural details are below.

Newsgroup line:
rec.games.computer.ultima-dragons	Forum for fans of the Ultima games.

RATIONALE: rec.games.computer.ultima-dragons

We believe that the well over 7000 Ultima articles posted to the
Usenet over the past four months constitutes prima facie evidence of
the need for a main-hierarchy Ultima newsgroup. Further, the broad
range of computers on which various Ultimas run (from PCs to Apples,
Ataris, Commodores, and Nintendos) makes the proposed group an
appropriate candidate for the rec.games.computer hierarchy. For the
sake of brevity, we will not further detail this in the RFD.

We have also chosen, in this RFD, to append -dragons to the group
name which otherwise presents the appearance of topical correctness
(rec.games.computer.ultima). We feel this deviation from the usenet
norm demands an explanation, which we will present in this document
and in the discussion which follows.

The reasons for ending the group name with .ultima-dragons are
rooted in the history of Ultima discussion on the Usenet. Prior to
1994, discussions about Ultima amounted to a handful of messages
each week, with more clustered around the times when new Ultimas
were released. Most of this occurred on comp.sys.ibm.pc.games.rpg
and the group which preceded it.

In mid 1994, this began to change. The Ultima Dragons, a club whose
history goes back to 1992 on Prodigy, set up shop on the Internet.
The early members sought consensus on and created a Usenet newsgroup
in the alt-hierarchy, alt.games.ultima.dragons. To make a long story
short, the time since has seen a phenomenal growth in the club, the
Ultima related Usenet traffic, and the Ultima Dragons related Usenet
traffic.

Still the sole Ultima club on the Usenet and Internet, the Ultima
Dragons have grown from just a handful to more than 1500 verified
members. Over the past four months, members account for more than
2/3 of the 7000 Ultima related posts on the Usenet and another 3000
of specific interest to the club.

While certainly aimed at Ultima gamers in general, the newsgroup
will be a meeting place for the Ultima Dragons Internet Chapter, an
worldwide open-membership club of Ultima enthusiasts on the
Internet. Every Ultima fan should be member of the UDIC and will be
welcome.

The newsgroup would hold a wide range of Ultima related topics as
well as posts covering the life of the UDIC. The newsgroup would be
an important factor to discuss and to settle the organizational
matters of the club. For this reason the name
rec.games.computer.ultima-dragons seems to indicate more clearly
what the group is meant to be about as for example
rec.games.computer.ultima alone.

CHARTER: rec.games.computer.ultima-dragons

rec.games.computer.ultima-dragons will be an unmoderated forum for
discussion of issues of interest to members of the Ultima Dragons
Internet Chapter and all fans of the Ultima games. Topics will
include discussion of current games, news and rumors, tips and
advice from members of the Ultima Dragons, talk about organizational
matters of the UDIC, discussions about the UDIC's facilities like
the Weyrmount MOO as well as the WWW and FTP sites, story authoring,
and other club related issues of interest to members of the Ultima
Dragons Internet Chapter and other participants in the newsgroup.

A rmgroup for the old newsgroup, alt.games.ultima.dragons will be
issued 60 days after the newgroup for
rec.games.computer.ultima-dragons.

PROCEDURE:

This is a request for discussion, not a call for votes. In this
phase of the process, any potential problems with the proposed
newsgroups should be raised and resolved. The discussion period will
continue for a minimum of 21 days (starting from from when the first
RFD for this proposal is posted to news.announce.newgroups). All
discussion should be posted to news.groups.

At the end of the discussion period, a Call for Votes (CFV) will be
posted by a neutral vote taker.

This RFD attempts to fully comply with Usenet newsgroup creation

There were 421 YES votes and 130 NO votes, for a total of 551 valid votes.
There were 4 abstains and 9 invalid ballots.

facilities like the Weyrmount MOO as well as the WWW and FTP sites,
story authoring, and other club related issues of interest to
